										<content:encoded><![CDATA[<p>ISLAMABAD, July 20, 2018: Free and Fair Election Network (FAFEN) is observing the electoral and political environment in the country since January 2018. Following the announcement of the election program for General Election 2018, FAFEN expanded the scope of its election observation from the district to the constituency level. This<strong><u> Election Campaign Monitor</u></strong> is based on the direct observation of election campaign activities and implementation of Code of Conduct for Political Parties and Contesting Candidates, media monitoring of electoral violence, and citizens’ interviews on electioneering, voter freedom, women’s enjoyment of voting rights and voter inducement.</p>
<p>As part of its election observation methodology, FAFEN randomly sampled 50 electoral areas in each National Assembly (NA) constituency. In each sampled electoral area, FAFEN interviewed three citizens, including women, to gauge citizens interest in participating in political gatherings and gather their views on the political environment, election campaign, and women’s freedom to vote. FAFEN observers also conducted an assessment of campaigning activities and recorded violations of ECP’s Code of Conduct in the sampled electoral areas.</p>
<p>This Campaign Monitor incorporates observation reports received from 5,122 electoral areas between June 1 and July 15, 2018 – 2,959 in Punjab, 1,049 in Sindh, 699 in Khyber Pakhtunkhwa (KP), 407 in Balochistan and eight in Islamabad Capital Territory (ICT) – in 240 NA constituencies.  These reports included direct observation and citizens’ perceptions of election campaign activities and developments. FAFEN observers interviewed 12,104 citizens – 7,482 in Punjab, 2,467 in Sindh, 1,371 in KP, 764 in Balochistan and 20 in ICT. The interviews were conducted in 4,233 electoral areas in 228 NA constituencies. FAFEN also observed the adherence of campaign activities with the ECP’s Code of Conduct in 3,331 of these electoral areas; campaign materials were seen in 1,760 electoral areas while none were noticed in the remaining 1,571.</p>

										<content:encoded><![CDATA[<p style="text-align: left;">ISLAMABAD, <span id="OBJ_PREFIX_DWT2358_com_zimbra_date" class="Object" role="link">June 12</span>, 2018: The Free and Fair Election Network (FAFEN)&#8217;s General Elections (GE) 2018 Update-IV is based on observation data gathered systematically from 130 districts by as many trained and non-partisan District Coordinators (DCs) during the latter half of May 2018 (<span id="OBJ_PREFIX_DWT2359_com_zimbra_date" class="Object" role="link">May 16</span> to <span id="OBJ_PREFIX_DWT2360_com_zimbra_date" class="Object" role="link">May 31</span>). The information was collected through 731 interviews with representatives of 44 political parties and groups. Update-IV documents district-level political alignments and realignments prior to GE 2018, and includes key observation findings regarding 325 political gatherings held across the country.</p>
<p style="text-align: left;">Moreover, based on data gathered through methodical monitoring of 11 national and regional newspapers, the Update includes information on reported incidents of political and electoral violence and politically-motivated advertisements in the press. Additional observation findings on postings and transfers ahead of GE 2018 and allotment of election symbols are also included.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD, May 31, 2018: Free and Fair Election Network (FAFEN) releases its third update on the electoral and political environment based on the information gathered systematically in 130 districts of the country by as many trained and non-partisan District Coordinators (DCs) during the first fortnight of May 2018 through 296 interviews with representatives of 32 political parties and groups on the general political environment. Moreover, DCs also conducted 87 interviews with representatives of 14 political parties on the delimitation process. In addition to documenting district-level political alignments and realignments prior to the GE 2018, the Update also includes the findings of observation of 400 political gatherings across the country.</p>
<p>The General Elections 2018 Update-III also comprises data gathered through systematic monitoring of 86 editions of 25 local, regional and national newspapers (14 Urdu, 10 English, and one Sindhi newspaper) in order to report the incidents of political and electoral violence, as well as to document the politically-motivated advertisements in the press. The purpose of observation is to contribute to the evolution of an election process that is free, fair, transparent and accountable, in accordance with the requirements laid out in the Elections Act, 2017.</p>
<p style="text-align: left;">FAFEN initiated its assessment of the political environment and implementation of election-related laws, rules and regulations in January 2018 as part of its multi-phase observation of General Election (GE) 2018. The purpose of the observation is to contribute to the evolution of an election process that is free, fair, transparent and accountable, in accordance with the requirements laid out in the Elections Act, 2017. Based on its observation, FAFEN produces periodic updates, information briefs and reports in an effort to provide objective, unbiased and evidence-based information about the quality of electoral and political processes to the Election Commission of Pakistan (ECP), political parties, media, civil society organizations and citizens.</p>
<p style="text-align: left;"><strong>General Election 2018 Update-II </strong>is based on information gathered systematically in 130 districts by as many trained and non-partisan District Coordinators (DCs) through 560 interviews with representatives of 33 political parties and groups and 294 interviews with representative of 35 political parties and groups over delimitation process. The Update also includes the findings of observation of 559 political gatherings and 474 ECP’s centres set up for the display of preliminary electoral rolls. FAFEN also documented the formation of 99 political alliances, party-switching by political figures, and emerging alliances among ethnic, tribal and professional groups.</p>
<p style="text-align: left;">In addition, the General Election 2018 Update-II comprises data gathered through systematic monitoring of 86 editions of 25 local, regional and national newspapers to report incidents of political and electoral violence, new development schemes and political advertisements during April 2018.</p>

<li><strong>Election Observation Information Gathered in 130 Districts across Pakistan</strong></li>

<p>ISLAMABAD, April 24, 2018: Free and Fair Election Network (FAFEN) has started pre-election long-term observation activities in 130 districts across Pakistan to assess the political environment and implementation of election-related laws, rules and regulations as part of its multi-phase observation of General Election (GE) 2018.</p>
<p>In its <strong>General Election 2018 Update-I</strong> being released today, FAFEN has compiled the observations recorded by its Long Term Observers (LTOs) between January 2018 to March 2018 to provide objective, unbiased and evidence-based information about the quality of electoral and political processes to the Election Commission of Pakistan (ECP), political parties, media, civil society organizations and citizens.</p>
<p>The purpose of observation is to contribute to the evolution of an election process that is free, fair, transparent and accountable, in accordance with the requirements laid out in the Elections Act, 2017.</p>
<p>The election observation information has been gathered by 130 trained and non-partisan district-level LTOs through 2,001 interviews of 41 political parties, 380 interviews of 33 political parties in 95 districts, and direct observation of 629 political gatherings including 62 political rallies, 294 jalsas, 265 corner meetings, and eight dharnas (sit-ins). Moreover, FAFEN documented the formation of 169 political alliances, party-switching by political figures, and emerging alliances among ethnic, tribal and professional groups.</p>
<p>The update includes information and analysis of the campaign environment, the purposes and distribution of political gatherings, opinions of political parties on the conduct of voter registration, National Identity Card (NIC) registration and delimitation processes, and the formation of political alliances at the district level, including emerging electoral alliances among ethnic, tribal and professional groups. Moreover, the report includes an overview of the unprecedented increase in women’s voter registration as a result of the ECP’s renewed strategy to address existing gender disparity on electoral rolls.</p>
